I think your system may be counter productive...

Right now, it is very easy to spot the hit diaries.  Your system would impose a quality control on them... they may become harder to spot.

And with a large enough fan following, one could write a hit diary that could be rated favorably.

I am not suggesting that it will happen...just that it might.

(In other words, I am old, and I do not like change =)
